The Cash Management Services Division is charged with receipt and deposit responsibilities, as well as those relating to payment of warrants. The State Treasurer is entrusted with the possession of all public moneys paid to the state treasury. The Treasurer deposits moneys in Kansas banks designated as state depositories. The State Moneys Law, K.S.A. 75-4201 et seq., regulates the designation of banks that receive state accounts, the pledging of securities by these banks and the rate of interest to be paid on deposits of state moneys.

Special Features:
Cash Distributions to Municipalities - The State Treasurer is also charged with the distribution of various moneys to city and county governments including demand transfers from the State General Fund such as the Local Ad Valorem Tax Reduction Fund transfer and the County and City Revenue Sharing Fund transfer. FY 2003 demand transfers (LAVTR & Revenue Sharing) were limited to the July 15, 2002 payments only by the allotment process available to the Governor. The 2003 Legislature eliminated the FY 2004 payments in Senate Bill 65. Additionally the State Treasurer, in conjunction with the Kansas Department of Transportation, distributes to counties and cities the Special City and County Highway Distribution and the Highway Equalization Distribution. Other distributions include Local Sales and Compensating Use Taxes as well as other Local and State Taxes payable to local units of government.
